Chile airport problem reports

Setting aside the obvious runway trace, I've marked this as a closed airport despite the active Wikipedia article.

Was a former aerodrome. Doesn't exist for abbout 20 years.

The "Location" is wrong, specifically the "region_name", "iso_region" and "local_region". The municipality is ok (Bulnes). It should be:

Ñuble Region, CL-NB, NB.

This problem comes from the missing row in the provinces database. If you add it I can change and add the airports from the correct region!
