The pavement looks rough but intact, and although the markings have worn off, nothing's been built on or close to the runway. Is there any way to confirm the airport's status?

Unless this code exist in official ICAO database I think it should be changed to URRA. The Russian code is Π£Π Π Π―, which would translate to URRYA.
Reason for this is that Zavetnoe about 100 miles SE has Π£Π Π Π« which translates directly to URRY.

Reopened in spring, 2007
This airport was in ruins after the Chechan war, but it was repaired after the fighting died down, and was reopened for scheduled service in spring 2007. There's still occasional violence in Chechnya, but airplanes no longer have to spiral down from directly above the airport to avoid rocket fire. Here's a story from fall 2007:
