Wala po mangyayari sa mga complains natin kung walang magpiprint at magsesend ng mga ito sa kaukulang tao sa clark. Marami po masisearch online puwede masulatan na tao sa airport sa clark at kailangan niyo isulat complains niyo at iypost sa kanila. Marami napo silang complains at kung isama niyo sa inyo in proper letters makakatulong masugpo sila.
Frequent flyer po ako sa maraming bansa, UK, Europe, USA, Asia and Middle East. Sa Clark lang po ako nakatagpo ng bastos na Immigration officer. Small time small mind po kasi airport. Papunta ako Bangkok, unang 3 seconds pa lang pagharap ko sa Immigration officer, di pa niya ako tinitingnan, ang tanong niya "saan ka pupunta? Pupuntahan mo kabit mo?'. I looked straight back at him maybe quite challenging because of my shock and disbelief. I think he expected me to joke and just take it. Hindi naman po ako bastos magdamit. Di naman makapal magmake-up. Even if I was, no Immigration officer is allowed to be rude and unprofessional sa remark na ganoon. Hindi ko naman masisi sarili ko, this is how this person was brought up, lacking of decorum and respect sa kapwa tao. I can't even begin to think how he landed his job. I'm sure kumpa-kumpare. He was maybe 50ish. Very arrogant. Dahil Hindi ako natuwa sa very inappropriate unprofessional remark niya, he sent me back to get my return ticket printed. I was showing him my return ticket on my blackberry. Kapag nakakaintindi po Immigration Officer, they know how to look at a real eticket kahit nasa email. It has reference numbers and confirmation. Sa Manila airport, at overseas po in our modern times, madalas po dinidiscourage na pagpiprint ng eticket to be earth friendly. Avoid unnecessary printing--pero Sizemore I don't expect naman this modern thinking na gumagana na sa airport so anyway, I went back out sa airport. Some one hour looking for a printer siguro while im trying to control my anger sa remark ng BI na ito. Wala namang shops doon. Finally I found a friend who happens to work as a Security Guard with Cebu Pacific. Pinagprint niya ako sa office. I printed it, pagbalik ko, wala na ang arroganteng lalaking immigration, tapos di na ako tinanong ng return ticket nitong bagong naka duty. So I managed to fly out. Di na ako sumakay sa Clark from there on.
Touris visa po, sa Manila airport in my 10 years of flying as tourist to so many places, di kailangan at di hinihingi ang Invitation letter from whoever your visiting dahil Tourist po kayo--lalo kung pupunta lamang ng 3 to 7 days or similar sa Hongkong, Thailand, or similar Asian countries. Kailangan lamang po, return ticket, tax paid, passport valid 6 months at ang return ticket. Ako po, kahit ang hotel where I stay in hindi na tinatanong o hinihingan ng print. Pero iyready niyo po. Whether OFW kayo o hindi, kapag Tourist lamang sa Bangkok halimbawa, wala po ito relasyon sa sa mga OFW documents niyo. If you don't need to mention that, Kung kayo ay papasyal lamang, then no need to mention or show any of those OFW related documents dahil lalo lamang nakakalito. Hindi po ito pagtatago danil your going out as a tourist.
Sa mga talagang tourist lamang po, mga girlfriend po ng Foreign Nationals, yun lamang din po kailangan niyo. Return ticket, hotel booking, passport, wala po visa kung Asian countries lamang. Ni hindi naman po dapat kayo hingan o kailangan magpakita ng pera. Wala naman po kinaiba sa turistang pinoy na walang bf o asawang puti, pag tourist po, tourist pare-pareho at iisa requirements.
Problema lamang po, ang kamangmangan at pagkatakaw sa power ng mga BI sa Clark. Sa NAIA na lamang po kayo, kanit na marami ding anomalies, mas monitored naman kaysa sa Clark.
Isulat po niyo mga Complains niyo, Tagalog mas mainam. Siguraduhing ilagay petsa noong nangyari, ilista mga dokumentus na inilabas, at pangyayari at pangalan ng BI. Iwasan po magsulat ng emotional para iyaccept as objective ang complain ninyo kung kayo ay susulat ng proper complain. Punuin lamang po ng facts (petsa, pangalan ng tao, saan papunta, ano ang nangyari at ano ang nasabi, magkano ang nagastos).

Ang tatanga naman kasi ng mga officials natin eh. Puro pera pera lng sakanila. Sa mga airports na nasubukan ko satin lng may terminal fee. Eh bakit ka pa mag gaganun kung pangit ng service nila. Wala nmn problema sa facilities eh. Ung problema is ung service nila. Dun na kikilala airport natin na. Kaya worst airport in the world ang naia tapus tong sa clark parang nagiging ganun narin. Since we are going to be back packers?.......thats were the problems begins with Philippine immigration, you then need to hope the immigration officier on the day does not give you a hard time and stop you leaving the PI.

Philippine immigration requirement
Besides having a passport validity of at least 6 (six) months, passengers are reminded to take note of the following requirements:
Overseas contract workers and permanent residence in a foreign country
Must have an Overseas Employment Certificate (OEC) from the Philippine Overseas Employment Administration (POEA), which can be obtained from the POEA Balik Manggagawa Processing Division. Passengers must have proof of permanent residence in a foreign country and a valid work permit card.
Passengers travelling with children below 18 years of age
Effective April 2006, minors travelling with 1 (one) parent have no need for DSWD Clearance. However, for minors travelling with an adult other than their parents (e.g. aunt, uncle, grandparents and others), a DSWD Clearance is required.
Passengers travelling as tourists
Must have their return flight confirmed (not more than 1 (one) month), and must have an invitation letter/affidavit of support from a sponsor that is dry sealed and duly authenticated by the Philippine Consulate office in a foreign country (original copy).

Hope this can help, All Philippine Consulates in Asia offer a service to provide...Duly Notarized Letter of Invitation (Affidavit of Invitation) from a Sponsor Abroad..
Even with all the documents that you supplied, the person leaving PI may or may not get stopped by immigration.

I am also facing the same issue with my wife. They are asking for a Filipino who is a resident of Malaysia to raise a invitation letter. Frankly, i do not know anyone in such capacity moreover no strange would stick their head to guarantee another stranger. This procedure is so full of shit! The Phil embassy in malaysia have no right to stop a Malaysian in his own country to invite his wife to his homeland. For GOD sake, this is my dam country!!!!

Loretta, Just this morning my Cousin in-law had been refused to pass exit to immigration may mga document invitation letter na hawak..dahil sa misis ko na may sakit dito sa Singapore at hindi maalagaan ang aming anak kaya nais namin na papuntahin sya upang kahit 2-linggo ay makatulong. pero ito ay nangyari na nman na ayaw sya palabasin dyan sa immigration pangalang beses na nangyari sa kanya. marami sa ating mga kababayan ang nagrereklamo sa maling patakaran ng immigration. masama ang loob ko dahil sa gumastos kmi ng pamasahe nya at ito ay nabalewa lang..hindi ganun kadali kumita ng pera dito sa ibang bansa..sana ay makatulong itong sulat ko at mapaabot sa inyo upang aksunan ang ginagawa ng mga tauhan nyo dyan.

I'm working now here in Spore for 6 months. Complete docs like SPass, contract and an OFW member. I would like to go back sa Phils. For vacation. Ang worry ko is this. Before ako pumunta dito, nahold sko sa immigration sa Clark coz of many questions ng immigration. I went here kasi as a tourist. And sa ofc ng immigration, I signed a document which is waiver yata na I should come back sa Phils. I was just lucky that time na nakaalis ako ksi nadala ko lumang passport ko na it showed na traveller din ako. My worry now is pag umuwi ako is mahold na naman ako or nde na ako makabalik dito sa Spore because dun sa pinirmahan ko na waiver. Can the immigration officer use that waiver para mahold ako sa pagbalik dito, even kumpleto na ako ng papers ko here? In fact before sana ako umuwi is kukuha na ako ng OEC ko. Gusto ko ksi mg vacation but I worry na nde na ako makabalik for my work here just because of the waiver na pinirmahan ko. Hope you can advice me.

its my first time to go back pinas arriving on DM airport sa Clark. im bringing a tv which only 32 inch. I got stuck with the custody officer kasi daw ng exceed ng 10,000 ang dala ko sa dapat ako mgbyad ng tax for the tv i bought... i was shock sa total amount of tax... 15% custom tax + 12% vat = 27% total tax... Im not the only one who bring home tv during that time we are 5 in the plane some bringing 40,42 & 32 inch, but im the only one na hinarang and they ask me to go to the office to calculate ung babayaran ko.. If may policy kyo na gnyan i post nio sa Airport explaining ung mga tax na gusto nio ipabayad at hindi ung manual kyo ngcocompute halatado na ibubulsa nio lang ung makokolekta nio... At why of all mga kapwa nio Pinoy ang sinisingil nio samantalang ang dmi foreign na dapat singilin sa excess baggage plang masyado nio na pinapaboran ang ibang nation... Tingin ko hindi na kailangan pangalanan ang mga officer na ito kasi ito na ang normal na gawain ng mga matatakaw na officer dyan at alam na kung sino ang mga ito wla lng ngrereklamo formal sa maraming dahilan isa na dyan,ung abala sa pgsampa ng reklamo at sa huli mpupunta lng sa wala,.. This morning, I have experienced the worst nightmare in flying abroad. I'd been travelling in and out of the country (our native land - Philippines) as an OFW since May 1986 and I never experienced what this DMIA BI Officer Mr. Michael Dizon did with my passport. Mr Dizon broke my passport into two piece on suspicion that my passport was tampered. Do this BI Immigration has the capacity to break the passport based on their suspicion? They did not even allow me to have my passport instead issue me a receipt that they confiscate my passport for validation or verification. The passport was the latest Digital Passport that DFA issued to all Filipino who wishes to work abroad or visits countries outside Philippine territory.
Today 10October2011, is my flight to go to Singapore as a Tourist or on pleasure trip.
I just used my passport to go to Azerbaijan last June 2010 to work as an OFW under Salini Costrutti company. Eventually when I was in Azerbaijan... Salini want me to work in the company's project in Ukraine and arrange me a Ukraine Visa. As per contract I have no choice but go to Ukraine. But because of the weather condition in Ukraine (that reached -36deg-cent) during the winter I decided to resign my job and goes back to Philippine last Sept 28 2011.
A friend of mine learned what happened, and invited to visit Singapore to take a break that I agree and I booked flights to Singapore (round trip for 3weeks stay in Singapore). And today I was supposed to leave and this incident happened. I was really shocked... if only I knew that this officer will tore down my passport to two piece... hindi na sana ako tumuloy...
Mr. Dizon does not seems to realize how hard to get a passport these days... If he really have suspicion that my passport was tampered he can just easily call DFA-Clark to validate or verify this passport that was just recently used abroad...or simply send it to DFA untouched.
Id been seeking government offices that can help me with this incident and hope I can find someone who can really help me to stop these inhumane act of BI officers, not to mention that I am a native of this country and been an OFW since 1986 of no bad records at all...

Problema talaga ang pag lipad sa Singapore ngayun, my father supposed to travel in singapore for a 4 days vacation, but then this fucking immigration hold his papers saying that those weren't enough! my father has with him his passport and a ticket and a payed hotel accommodation.
PI Immigration
I am a British guy who travels out of Clark every week. Fortunatly i have a good job which allows such frequent travel. Even myself travelling with a girlfriend on a PI passport was interogated by these arseholes who think they represent PI immigration. I myself was recently stopped on arrival and questioned to why I travel so often. Have tried to seek legal advise, however PI immigration are trying to arselike the USA on Child trafficiking claims, so unfortunatly all travel is now being looked at. unfortuantly every Filipino who has the right to leave a free country is being discriminated.
Basically all philippine consulates around the world have a procedure for issuing avadavid support is a person wants to visit that country if friends are there. The difficulty is when a Filipino want to visit a country as a tourist.

Unfortunatly until the USA believes thePI has human trafficiking under control, this discrimanation of travellers will continue.

Mas grabe pa itong administration ni Pnoy kaysa kay Gloria. Ang ginagawa ng Bureau of Immigration is against the constitution. The right to travel is guaranteed in the constitution. All of you who have been victimized by the immigration should write to your favorite columnist or radio announcer to write and discuss about this in the media. Not only in Diosdado Macapagal Airport but also NAIA Terminals in Manila. Halos lahat yata ng officers ng immigration naghi hintay na lang ng mabi biktimang passengers mostly mga first timers. First hand experience, yung makakapal ang mukha diretsahang hihingi talaga ng pera sa yo bago ka i allow maka pasok. MArami ding akong kakilalang nabiktima nitong mga magnanakaw nato.

isa po ako sa mga nag flight noong april 17, 2011.. ngayon may isa kaming bagahe na naiwan syempre obligasyon nio yun sa lost and found na nde man ninyo pina page d po ba karapatan ninyo yun isa oras kami nag hihintay sa sa loob .Ng may inutusan kami para ipakuha jan ni hindi niyo man ibinigay at sinabi niyo na nasira na lahat ng laman ng bag.. bakit meron bang nasisirang ladies choice spread , tuyo salted egg at mangang hilaw sa loob ng isa linggo ???pagkakasabi pa ninyo isa araw lang nasira at tinapon na yung bag ...pagkain lang pinag iinteresan ninyo pa ang tatakaw ninyo sa susunod lalagyan ko ng lason para sa mga tao mamatatakaw ,makonsensiya naman kayo kinakain ninyo ang nakaw patay gutom ba kayo lahat 23 kilos cguro busog na busog kayo no?nde ba sumakit ang tiyan ninyo???salamat sa serbisyo ninyo pagnanakaw kaya humanda kayo pag uwi namin pa iimbestigador namin kayo...kaya wala asenso ang bansa natin isa kayo sa mapagsamantala.....!!!!!!!!!!!!!!!!!!!!!!!!!!!!
Vacation only.
I'll be going to Singapore on Feb.4-5 nxt year. I have no plans of working there, just for vacation and visit my girlfriend who is working there.I am afraid of your grievances.If those hassles will also happen on me...Let us unite to report this matter. Bureaucracy in the Philippines needs reengineering.

i have the same problem with two of the immigration officer in clark pampanga last year november 23. they refuse me to fly to bankok.. they were asking lots and lots of things.. id's and ect... poea thing coz i am an ofw in UAE.... which i dont have because i will only fly to bangkok for my holiday.. and visit my cousin who gave birth last october., i am very much confident to myself that they wont refuse me because i am a flyer.. i visited bangkok many times.. not only bangkok.. i've been too many places in asia and middle east plus i have enough cash on my hand. but still they did not let me in. and worst thing is they don't give a refund on my ticket...i thought that it would at least be okay if they refund my tickets because of their misconduct. one of the guy from travel tax desk ask me.. and said ( di ba may kasama kang foreigner kanina, bakit na off load ka? ) that is the worst thing talaga... bakit kailangan ba may kasama kang foreigner para lang makapagcheck in makapag board or what? ganun na ba talaga kababa ang tingin ng mga pilipino sa ating kapwa pilipino? kaya walang asenso ang pilipinas kasi pinipigilang umasenso.
i went back home... and think and think and think...
and now i will go back to philippines and file a case to them.. sana lang magtanda sila.., good thing i still have my itenerary receipt.

palitan na ang mababahong immigration officer!!!!!!kawawa lang ang mga kababayan natin na naiinsulto at naaberya dahil kagagawan ng mga mabahong mga officer jan...HINDI KAU MAKATARUNGAN...
Immigration Officers, Clark, Philippines
I experienced the same thing yesterday with Immigration officers of Clark. They were looking for OEC which i don't have any knowledge of. And when i researched as I arrived here in my province, it's an exit clearance that "I have undergone the legal and right procedure for overseas employment". What???? I won't go to Singapore to work, I will just have my 4 days vacation with my son and we will visit my sister.
They are allowing my son to travel they won't allow me. My son can travel without any invitation from my sister? But because I have resident visa from other country, I couldn't travel? What kind of law we have here in the Philippines? So they've put there "voluntary off-loaded for my son". What do you expect, my son won't travel without me. He's just turned 18 for heaven's sake.
My concern is, they should have had put in the documents what we need to secure before travelling in the ticket or wherever. Not ask us documents that we need to bring as we about to board on the plane. I traveled 3 hours from our province and because it's an early check in I need to rent a van going there which cost me P3,500, only to be "off-loaded" by this stupid immigration officer.
I hope Philippine government take notice of this.
Worried.

I am planning to travel at the end of this month. I'll be attending my cousin's important event in her life. But I'm so worried about everything I've read here. I have the important documents from my cousin but still, I'm very much worried. :(
